Making Garage multi-tenant aware would simplify adminitration and management of the cluster.

The following features could be implemented:

accounting of used space per bucket and per tenant
space quotas per bucket and per tenant
letting users administrate their keys, buckets and websites themselves in an administration interface

Support some form of quotas #52

I propose closing/renaming this issue in favor of a smaller goal, focusing only on providing quotas per key. Data written in a bucket will be counted down from its owner's quota. It should fullfill our needs while avoiding too complex changes.
