Similar to /etc/garage.toml, would be nice to have Garage also look for garage.toml in the same directory as garage.

Caddy uses this pattern and it's highly convenient for userspace deployments (a Caddyfile can be located beside the caddy binary).

Usecase example:

/home/user/project/garage
/home/user/project/garage.toml
